"Best" is always tough to answer. But here's my two cents;
If your potential customers are likely to be looking on the Internet, then you need to be visible in the search engines. That means doing Search Engine Optimization on your web site.
That will help you get listed in the "natural" search engine results, but it's not a fast process, and can easily take several months.
To tide you over until that's working well for you, you might consider pay per click advertising, such as on Google's AdWords or Overture. There are second-tier PPC engines that can get you out there cheaper, although they don't carry nearly the traffic that Google and Overture attract.
An ongoing campaign should be to get related web sites to link to yours. Those are essential for good rankings in the search egines, and they drive traffic to you on their own, too. Consider general purpose directories like the Open Directory, plus local web sites (Chamber of Commerce, Better Business Bureau, etc.) as well as industry-related directories and web sites of companies that are related to yours without being competitors. Remember your vendors and existing custoemrs, too!
There are certainly other techniques that can work as well. For example: we run EastHanoverOnline.com - a site devoted to just about anything related to East Hanover. We've had good success planting business cards in strategic locations around East Hanover.
Make your web site the best it can be - with valuable resources and information for your target market - and people will be eager to link to it, to remember it, and to visit it time and again.
