Some of the major ISPs are not longer allowing you to send email to a third part POP3 server using Port 25. Too many people are sending SPAM mail directly from the local PC to the world. In an effort to stop this, they shut down Port 25. In order to send mail you can either reconfigue your outbound mail to go out through your ISPs outgoing mail server, or reconfigure your Outlook to use a different port.
