PCI Controller won't install

We have a computer that does not recognize the CD ROM drives and when I look at the device manager, the PCI Controller has a Yellow circle with an exclamation point. Support had me reinstall drivers, change the PCI ribbon cable, but without luck.
Support gave up and so we tried upgrading to XP without any luck either, still does not recognize. Is this computer dead? With the low cost of replacement PCs, not sure if we want to spend anymore time trying to fix it.
